摘要 违法建设治理中违法建设信息通常使用台账表来进行管理,没有空间化的直观展示,无法进行定位和查看违法建设的实际情况,更无法得知违法建设的空间演变情况。本研究提出了一套基于地理信息技术、多源异构数据库管理技术的违法建设治理系统;将地理信息技术、街景技术、卫星遥感技术等应用到违法建设的发现、监测和治理过程中,通过卫星查违技术来动态监测违法建设的发生过程,实现了北京市大范围、高精度、高效率的违法建设发现和监测;同时利用街景查违技术辅助发现道路两侧建筑物密集、被茂密树木遮挡的违法建筑,实现了北京市违法建设发现范围的全覆盖以及违法建设治理的全流程信息化管理,并为精细化管理供了智能化技术手段。 In the management of illegal construction,illegal construction information is usually managed by the account table,without spatial visual display,unable to locate and view the actual situation of illegal construction,but also unable to know the spatial evolution of illegal construction.This paper proposed a set of illegal construction management system based on geographic information technology and multi-source heterogeneous database management technology.The geographic information technology,street view technology,satellite remote sensing technology and etc.were applied to the discovery,monitoring and control process of illegal construction,and the process of illegal construction was dynamically monitored through the satellite inspection technology,realizing the detection and monitoring of illegal construction in a large range,high precision and high efficiency in Beijing.At the same time,street view inspection technology was explored to assist the discovery of dense buildings on both sides of the road,blocked by dense trees,to achieve the full coverage of the scope of illegal construction discovery in Beijing and the full process of illegal construction management information management,and provided intelligent technical means for fine management.
