摘要
为明确新时代新阶段水土保持目标任务,准确评价水土保持工作成效,科学推进水土流失综合防治,水利部党组创造性提出“水土保持率”的概念。水土保持率的变化分析研究对推动水土保持工作、推进生态文明及美丽中国建设具有重要意义。以第一次和第二次全国土壤侵蚀遥感调查数据、2011年全国水利普查数据、2020年全国水土流失动态监测成果数据为基础,从全国、省级、不同经济区域三个维度计算并分析了1990—2020年全国水土保持率的变化,总结了水土保持率的变化趋势及在四个经济区域的总体分布格局,并从水土保持率在推动水土保持职责压实、管理工作抓实等方面的应用以及转变水土流失综合防治方向等角度提出了建议。
To define the goals and tasks of soil and water conservation in the new era and evaluate accurately the effectiveness of soil and water conservation work and promote scientifically comprehensive prevention and control of soil erosion,the Party Group of the Ministry of Water Resources proposed creatively the concept of soil and water conservation rate.The research on analysis of the changes in soil and water conservation rate is of great significance for promoting soil and water conservation work and ecological civilization construction and building a beautiful China.Based on the first and second national survey data of soil erosion by remote sensing and China water resources census data in 2011 and data of national dynamic monitoring of soil and water loss in 2020,the paper calculated and analyzed the changes of soil and water conservation rate in 1990-2020 from three dimensions:national,provincial,and different economic regions and summarized the variation trend of soil and water conservation rate and the overall distribution pattern in the four economic regions.The paper also proposed relevant suggestions about the application of soil and water conservation rate in promoting soil and water conservation responsibilities and management work implementation and transforming the direction of comprehensive prevention and control of soil erosion.
