摘要
目前粤港澳大湾区已通车城际线运营补亏严重,为提升城际线运营服务水平和工程建设的经济效益,研究提出大湾区城际线融合发展策略。通过分析大湾区城际线规划、建设和运营现状,指出大湾区城际线规划、建设、运营中存在的城际线网骨架未形成、互联互通体系未构建、运营管理和服务水平低等问题,并针对问题深入剖析成因,为提出改进策略提供了条件。研究表明,粤港澳大湾区应形成“全国123出行交通圈”,其中,享受1小时内快速交通服务人口的占比应达80%以上,中心城区至综合客运枢纽半小时可达率应在90%以上;互联互通方面近期采用两套车载设备,在车站(或区间)进行车载设备切换,同时应完善安检互信、全网“一票通”、高效接驳等运营管理措施。城际线应因地制宜,在符合全国统一大市场要求下,建立以政策为指引、多层次框架下,城市经济活动需求为导向的城际网,构建互联互通体系、完善运营管理机制,颁布大湾区城际线规划建设运营的相关政策、法规,为大湾区以及其他城市群城际线后续建设发展提供借鉴。
At present,the operation deficit of the opened intercity railway is seriously covered in Guangdong-Hong Kong-Macao Greater Bay Area.In order to improve the operational service level of the intercity railway and the engineering economic benefit of the intercity railway construction in the Greater Bay Area,integrated development strategy of the intercity line is put forward in the Greater Bay Area.By analyzing the present situation of plan,construction and operation of intercity railway in the Greater Bay Area,this paper points out the problems existed in aspects of plan,construction and operation of the Greater Bay Area that the skeleton of the intercity railway network has not yet formed,the interconnection system has not been constructed,the operational management and service levels are low,etc.An in-depth analysis of the causes of the above problems is conducted to provide conditions for putting forward improvement measures.Research shows that the Guangdong-Hong Kong-Macao Greater Bay Area should form“1-2-3 travel range”,in which the proportion of the population enjoying rapid transportation services within one hour should reach more than 80 percent,and the half-hour accessibility rate from the central city to the comprehensive passenger transport hub should be more than 90 percent.In terms of interconnection,two sets of on-board equipment have been adopted recently and switched at the station or section.At the same time,operation and management measures such as mutual recognition in security inspection,“one-ticket pass”for the whole network,and efficient transportation connection should be improved.Intercity railway should be adapted to local conditions.With the requirements of the unified national market,an intercity railway network of multi-level framework should be established under the guidance of policies and oriented by the demand of urban economic activities.Building an interconnection system,improving the operation and management mechanism,promulgating relevant policies and regulations on the plan,construction and operation of intercity lines in the Greater Bay Area are intended to provide reference for the subsequent construction and development of intercity railway in the Greater Bay Area and other urban agglomerations.
