陕南移民搬迁就地安置对乡村振兴促进作用实证分析

An Empirical Analysis of the Promoting Effect of Relocation and Local Resettlement on Rural Revitalization in Southern Shaanxi

实施易地移民搬迁工程是生态脆弱地区农民脱贫致富的重要途径。地处秦岭南麓的陕南三市是实施易地移民搬迁工程(避灾移民工程)的主要区域。在乡村振兴战略持续推进的背景下,易地搬迁移民安置的思路由解决生计难题转向就地吸引农户从事农业生产。本文对陕南三市移民搬迁就地安置工作进行实证分析,探寻易地搬迁就地安置对乡村振兴的促进作用。

The project of relocation and resettlement is an important measure to solve the problem of getting rid of poverty and getting rich for farmers in ecologically fragile areas.The three cities in southern Shaanxi,located at the southern foot of Qinling Mountains,are the main areas for implementing the relocation and resettlement project(disaster avoidance and resettlement project).Under the back ground of the continuous promotion of rural revitalization strategy,the way of relocation and resettlement has changed from paying attention to solving livelihood problems to attracting farmers to engage in agricultural production locally.Based on the sample of local resettlement in three cities of southern Shaanxi,this paper makes an empirical analysis to explore the promotion of relocation and resettlement methods to rural revitalization.
