成昆渝地区一体化绿色发展:逻辑之理、现实之困和实践之路——成昆渝高质量一体化绿色发展论坛暨2022年重庆市区域经济学会年会综述

2023年1月5日,重庆市区域经济学会主办了“成昆渝高质量一体化绿色发展论坛暨2022年重庆市区域经济学会年会”。与会专家围绕成昆渝地区一体化绿色发展的逻辑之理、现实困境、实践路径等重大问题进行了研讨。与会专家学者认为,在新发展阶段,成昆渝地区一体化绿色发展对贯彻新发展理念、构建国内国际双循环相互促进的新发展格局具有重要意义。从理论逻辑上看,成昆渝地区一体化绿色发展满足区域合作分工的基础条件,丰富了区域一体化理论的时代内涵;从历史逻辑上看,成昆渝地区自古以来就相互依存、相互扶持,具有一体化发展的历史基础;从现实逻辑上看,成昆渝地区一体化绿色发展对优化国家战略布局、提升对外开放水平、筑牢生态保护屏障、强化能源合理配置、促进人才有序流动等方面具有重要的现实意义。从现实困境上看,区域经济实力偏弱、区域辐射带动乏力、产业协同竞争不足、公共服务水平不高、文旅融合发展受阻等一系列区域性问题阻碍着成昆渝地区一体化绿色发展。从实践路径上看,成昆渝地区一体化绿色发展要以成渝地区为依托,通过建设昆明辐射中心、打造贵州战略腹地,努力实现生态保护、对外开放、交通运输、文旅融合等全方位、宽领域、多维度的一体化发展。

On January 5,2023,Chongqing Regional Economic Association hosted the"Chengdu-Kunming-Chongqing High-quality Integration Green Development Forum and the Annual Conference of Chongqing Regional Economic Association in 2022."The participating experts discussed the development logic,practical dilemma and practical path of the integrated green development in Chengdu-Kunming-Chongqing region.The participating experts and scholars believe that in the new development stage,the integrated green development of the Chengdu-Kunming-Chongqing region is of great significance for implementing the new development concept and building a new development pattern of domestic and international double circulation and mutual promotion.From the perspective of theoretical logic,the integrated green development of Chengdu-Kunming-Chongqing region meets the basic conditions of regional cooperation and division of labor,and enriches the connotation of regional integration theory.From the perspective of historical logic,the Chengdu-Kunming-Chongqing region has been interdependent and mutually supportive since ancient times,with the historical basis of integrated development;from the perspective of realistic logic,the integrated green development of Chengdu-Kunming-Chongqing region has important practical significance in optimizing the national strategic layout,improving the level of opening up,building a strong ecological protection barrier,strengthening the rational allocation of energy,and promoting the orderly flow of talents.From the perspective of practical difficulties,a series of regional problems,such as weak regional economic strength,weak regional radiation drive,insufficient industrial collaborative competition,low level of public service,and blocked integration of culture and tourism,hinder the integrated green development of Chengdu-Kunming-Chongqing region.From the perspective of practical path,the integrated green development of Chengdu-Kunming-Chongqing region should be based on Chengdu-Chongqing region.Through the construction of Kunming radiation center and the creation of Guizhou strategic hinterland,we should strive to achieve all-round,wide-ranging and multi-dimensional integrated development of ecological protection,opening up,transportation,cultural and tourism integration.
