Scientific and technological innovation is the endogenous driving force for high-quality sustainable development of a country and a region.Liaoning has a certain foundation of scientific and technological innovation elements,but in recent years,it is limited by the level of economic development,especially the shortcomings of scientific and technological system reform caused by traditional thinking patterns,which restricts the process of scientific and technological innovation,industrial upgrading and economic development of Liaoning.The key to promote scientific and technological innovation in Liaoning Province is to deepen the reform of scientific and technological innovation system,which mainly focuses on the establishment of a series of scientific and rational systems and mechanisms,i.e.systems and mechanisms of investment of scientific and technological innovation,transformation of scientific and technological achievement,governance of scientific and technological innovation and ecological environment of scientific and technological innovation.The positive and relatively sufficient financial support with Liaoning characteristics is the most favorable guarantee for promoting scientific and technological innovation in Liaoning.
