Changes in the Resilience of Global City Net works under the Impact of COVID-19

新冠疫情对人员流动造成了严重的影响,进而引发全球城市网络的连锁反应。本文探究了在新冠疫情的冲击下全球城市网络韧性将会发生怎样的变化,首先通过构造三大全球城市网络模型揭示全球城市网络体系的主要内容和发展趋势,然后从结构韧性和功能韧性两大视角展开实证检验。研究发现,新冠疫情冲击下,全球城市企业网络之间的体系更扁平化,企业网络的层次性提高,多样性下降。与此同时,全球主要航空节点城市的跨国联系普遍变弱,全球城市航空网络多样性动态变化,层级略降。此外,疫情弱化了全球城市之间的合作关系,全球合作网络的多样性下降,效率提升。进一步发现,全球城市网络的结构韧性正朝着高效、高韧性的方向逐步恢复。本文基于以上研究,为后疫情时代全球城市的资源配置提供现实指导。

This paper explores the resilience of global city networks under the impact of COVID-19,which has seriously affected human mobility.Three global city network models are constructed to reveal the main contents and deve lopment trends of global city network systems,and empirical tests are conducted from two perspect ives:structural resilience and funct ional resilience.The results show that under COVID-19,the system among global city enterprise networks becomes flatter,the hierarchy of enterprise networks extends,and diversity decreases.Cross-country linkages of major global aviation node cities generally become weaker,and the diversity of global urban aviation net works changes dynamically with a slight decrease in hierarchy.The epidemic weakens cooperative relationships among global cities,decreasing the diversity of the global cooperative network while increasing effic iency.The structural resilience of global city networks is gradually recovering in the direction of high efficiency and high resilience.Based on these results,this paper provides practical guidance for resource allocation in global cities in the post-epidemic era.
