Exploring the Concept,Objectives,and Strategies for Developing an International Communication Center:A Case Study of Guangzhou

在通过结构维度、关系维度和认知维度对国际交往中心的内涵进行全面解析的基础上,以广州为例,梳理了广州建设国际交往中心的政治目标、经济目标和社会文化目标。提出作为“崛起中的全球城市”,广州应通过高水平制度型开放,从数字赋能、人才引培、公共外交和“全球共同体”精神培育四个方面建设国际交往中心,既担负起国家中心城市的对内责任,又积极承担作为次国家行为体参与国际公共事务的角色,为中央政府的总体外交、内外联通贡献更大的力量。

This paper conducts a comprehensive analysis of the concept of an international communication center from structural,relat ional,and cognitive dimensions.Using Guangzhou as a case study,it examines the political,economic,and socio-cultural objectives of constructing an internat ional communication center in the city.As a rising global city,Guangzhou should adopt an open,high-level system to foster a global community spirit and build its internat ional communicat ion center through digital development,talent cultivation,and public diplomacy.By fulilling its responsibilities as a national center city and actively participating in international public affairs,Guangzhou can contribute to the central goverment's overall diplomacy and internal and external connectivity.
