在控烟立法领域,上海无烟立法实践在全国范围做出了表率。面对投诉多、查实率低、监管难等控烟监管问题,如何提升控烟监督的执行效果已成为执法部门关注的重点。本文从法律完善、监督管理、单位负责、公众参与等角度对上海控烟监管存在的难点进行讨论,并对今后工作针对性地提出建议与设想。

In the field of tobacco control legislation,Shanghai's smoke-free legislative practice has set a good example nationwide.Faced with issues such as frequent complaints,low verification rates,and difficult supervision in tobacco control supervision,how to improve the effectiveness of tobacco control supervision has become a focus of law enforcement departments.This article discusses the difficulties in Shanghai's tobacco control supervision from the perspectives of legal improvement,supervision and management,unit responsibility,and public participation,and proposes corresponding suggestions and ideas for future work.
