Main Directions and Key Tasks for the Construction of a Modern Industrial System

现代化产业体系是中国全面建设社会主义现代化国家的物质基础和产业支撑。中国已经建立全球最齐全、最完备的产业体系,不少产业的规模和发展水平居于全球前列。与2035年基本实现社会主义现代化目标的要求相比,中国现代化产业体系的差距主要体现在关键核心技术存在短板环节、制造业劳动生产率差距较大、绿色低碳水平不高、部分生产性服务业发展滞后、创新驱动投入产出效率偏低等五个方面。应持续推进数字化智能化绿色化升级以提高生产效率、发挥新型举国体制和超大规模国内市场需求拉动的合力加快突破关键核心技术、以促进商务服务业发展为核心促进制造业与服务业融合发展、加快建设绿色低碳能源体系助力绿色转型,并坚持高水平对外开放、优化劳动力资源在产业间的配置,持续提高中国现代化产业体系的水平与国际竞争力。

The modern industrial system is the material foundation and industrial support for China's comprehensive construction of a socialist modernized country.China has established the world's most complete industrial system,with many industries ranking among the top in terms of scale and development level.Compared with the requirement to basically achieve the goal of socialist modernization by 2035,the gap in China's modern industrial system is mainly reflected in five aspects:weak links in key core technologies,significant differences in labor productivity in the manufacturing industry,low green and low-carbon levels,lagging development of some productive service industries,and low input-output efficiency driven by innovation.We should continue to promote the upgrading of digital,intelligent,and green technologies to improve production efficiency,leverage the combined efforts of the new national system and the large-scale domestic market demand to accelerate breakthroughs in key core technologies,promote the integration of manufacturing and service industries with the development of the business service industry as the core,accelerate the construction of a green and low-carbon energy system to assist in green transformation,and adhere to high-level opening-up and optimize the allocation of labor resources among industries,continuously improving the level and international competitiveness of China's modern industrial system.
