“双碳”目标下绿色港口政策有效性实证研究——以宁波为例

An Empirical Study on the Effectiveness of Green Port Policy under the "Dual Carbon" Goal:Taking Ningbo as an example

在对国内外绿色港口政策研究进行文献整理评述和实地调研的基础上,系统分析了“双碳”目标下绿色港口政策有效性的影响因素,通过实证研究确定了“双碳”目标下绿色港口政策有效性评价指标体系,进而采用灰色综合评价法构建了“双碳”目标下绿色港口政策有效性评价模型,对绿色港口的财政补贴政策和税收优惠政策有效性进行测度研究。结果表明,财政补贴政策比税收优惠政策对建设绿色港口更有效。进一步对“双碳”目标下绿色港口政策有效性实证研究结果进行了深入分析,并得出相关结论,提出有关“双碳”目标下绿色港口政策优化的对策建议。

On the basis of literature review on green port policies both domestically and internationally and field research,this paper systematically analyzes the influencing factors of the effectiveness of green port policies under the "dual carbon" goal.The evaluation index system for the effectiveness of green port policies is determined through empirical research under the "dual carbon" goal.Then,the grey comprehensive evaluation method is used to construct the evaluation model for the effectiveness of green port policies under the "dual carbon" goal,and the effectiveness of fiscal subsidies and tax incentives for green ports is measured and studied.The empirical research results indicate that fiscal subsidy policies are more effective than tax incentives in building green ports.Further in-depth analysis is conducted on the empirical research results of the effectiveness of green port policies under the "dual carbon" goal,and relevant conclusions are drawn,countermeasures and suggestions for optimizing green port policies are put forward under the "dual carbon" goal.
