县域统合:乡村产业转型升级中的政府行为逻辑——基于陕西省柞水县木耳产业发展经验的分析

County Integration and the Logic of Government Action in Rural Industrial Transformation and Upgrading:An Analysis of the Development of Zhashui's Fungus Industry in Shaanxi Province

县域经济是中国经济的重要组成部分,乡村产业转型升级中县域政府的作为对于推动城乡协调发展具有重要意义。本文通过对陕西省柞水县木耳产业转型升级历程中县域政府行为的考察,从“政府-市场-社会”互动的视角提出县域统合的分析框架。研究发现:县域政府通过党政统合建立中心工作机制,为乡村产业转型升级营造了有利的制度环境;在项目统合下,县域政府通过打造全产业链体系、培育龙头企业、吸引农户广泛参与,完善了乡村产业市场结构;在党政领导和项目资源保障下,乡村产业市场发展中形成了“政府-市场-社会”多元主体统合的社会效应,为产业转型升级奠定了稳定的社会组织基础。党政统合、项目统合、主体统合构成了县域层面统合治理的重要维度,三者层层推进,助推乡村产业转型升级。

County economy is an important part of China's economy,and the endeavors of local governments in the transformation and upgrading of county and rural industries are of great significance for balancing the development between urban and rural areas.Based on the investigation of the county government's actions in the process of the transformation and upgrading of wood ear industry in Zhashui County,Shaanxi Province,this paper puts forward the analysis framework of county integration from the perspective of the"govermment-market-society"interaction.The study reveals that the county govermment created a favorable institutional environment for industrial transformation and upgrading through the“central work”operation mechanism formed by the integration of party and govermment.With the integration of projects,the county govermment improved the rural industrial market structure by building a whole industrial chain system,cultivating leading enterprises,and stimulating farmers'broad participation,Under the leadership of the party and govemment and the guarantee of project resources,the social effect of"govermment-market-society"with multiple subjects integrated,has been formed in the rural industrial market,which has laid a stable social organization foundation for industrial transformation and upgrading.The party and government integration,project integration,and subject integration constitute important dimensions of the integrated governance on the county level,which boost the transformation and upgrading of rural industries layer by layer.
