农村内生型集体经济发展的社会效应——基于鲁西南蔡庄村的个案研究

The Social Effect of Rural Endogenous Collective Economy Development:A Case Study of Caizhuang Village in Southwest Shandong

学界对农村集体经济发展的效应研究重点关注经济效应和治理效应,有必要拓展社会效应研究。本文运用社会经济理论的分析视角,以鲁西南蔡庄村为例,探讨内生型集体经济发展过程中相关社会效应实现的内在机理。研究发现:面对行政动员强激励和项目资源零输入,农村基层组织引进劳动密集型企业,有效推动了乡村社会领域的建设发展。第一,在产业规划阶段,农村基层组织自主选择适宜村庄自身条件的产业类型,通过开会议事与社会动员机制整合村庄内部资源并对接外部生产要素,实现对党员和群众的再组织化。第二,在产业运行阶段,加工厂生产管理方式嵌入乡村社会关系网,并与农民家庭生计生活模式相适配,进而形塑村庄社会结构和巩固农民家庭结构。第三,在产业收益分配阶段,集体收益用于乡村公共文化设施建设和民间社会组织建设,形成以行政村为供给主体的农村公共品供给模式,推动农村公共文化服务体系构建。个案村庄以内生型集体经济发展助力乡村建设的实践经验,为项目资源匮乏型村庄实现产业振兴提供了启示。

Existing studies on rural collective economy development focus on its economic and governance effects,while it is necessary to pay attention to the social effect.From the perspective of socioeconomic theory,we explore the mechanism of social effect realization in the development of endogenous collective economy in Caizhuang village,southwest Shandong.The study finds that,facing strong incentives for administrative mobilization and no input of project resources,the rural grassroots organization introduces a labor-intensive enterprise to establish a garlic processing plant,which effectively promotes the development of the rural society.First,in the industrial planning stage,the village organization independently chooses the type of industry suitable for the village's own conditions,and integrates the village's internal resources and connects extemal production factors through meetings and social mobilization mechanism,which help realize the re-organization of party members and the masses.Second,in the industrial operation stage,the production and management of the processing plant are embedded in the village's social relationship network and adapted to the livelihood and life patterns of farm households,which in turn shape the village's social structure and consolidate the structure of farm households.Third,in the industrial income distribution stage,the collective income is used for the construction of rural public cultural facilities and civil social organizations,forming the rural public goods supply model with the administrative village as the main supply body,which promotes the construction of a rural public cultural service system.The practical experience of the endogenous collective economic development of the case village to help rural construction provides insights for the realization of industrial revitalization in villages lacking project resources.
