Experience from Xi Jinping's Important Discussions on Strengthening Diversified Investments in Basic Research:Accelerating the Establishment of a Diversified Investment Mechanism in Basic Research

基础研究是科技自立自强的重要根基。新发展阶段,我国亟待强化基础研究投入保障,提升原始创新能力。构建基础研究多元化投入机制既是对我国优化基础研究投入结构、构建关键核心技术攻关新型举国体制、健全第三次分配机制的现实观照,又是对发达国家基础研究执行体制优势传统的借鉴。文章基于“政府、市场、社会”协同的视角解构基础研究多元化投入的内涵,在弥补投入主体缺位的同时,还关注不同主体投入活动引申出的投入形式和投入支持机制的丰富运用,以彰显构建多元化投入格局的进步意义及其完整性。文章认为,在推进路径的完善中,应让政府、市场、社会力量自愿自发的投入机制有导向、有动力、持续性地融入创新活动,嵌入科技创新驱动高质量发展实践。这既要着眼于统筹推进国家创新体系建设的顶层架构设计,又要从思想、制度、文化等层面分领域推进。

The self-reliance and advancement of science and technology are critically dependent on basic research.In the new growth stage,China urgently needs to strengthen the investment guarantee of fundamental research and enhance the original invention capabilities.The development of a diversified investment mechanism for basic research is not only a realistic view of optimizing the investment structure of basic research,building a new national system for key core technologies,and improving the third distribution mechanism in China,but also a reference to the tradition of the advantages of basic research implementation system in developed countries.In order to highlight the progressive significance and integrity of the construction of diversified investment,the article deconstructs the connotation of diversified investment in basic research based on the perspective of“government,market,and society”and pays attention to the forms of investment and the rich application of investment support mechanisms derived from the investment activities of different subjects while compensating for the absence of the main body of investment.The article makes the case that in order to improve the promotion path,it is important to allow the free and uninhibited input mechanisms of the government,market,and social forces to be guided,encouraged,and continuously incorporated into innovation activities and practiced in high-quality development driven by science and technology.Both the top-level architectural planning for the coordinated progress of the national innovation system and the regional advancement of the intellectual,institutional,and cultural levels should be the emphasis of this.
