我国廉洁创新的分布、趋势及内容研究——基于两届“中国廉洁创新奖”的分析

Analysis of the Two Sessions of the China Integrity Innovation Award: Research on the Distribution, Trend, and Content of Integrity Innovation in China

“中国廉洁创新奖”是我国首个廉洁治理领域的学术性奖项。通过统计分析、计量回归及文本分析等方法剖析两届“中国廉洁创新奖”的163个申报项目和38个获奖项目,可以了解我国廉洁创新的分布、趋势及内容。研究发现:从区域来看,廉洁创新范围不断扩大,存在示范性及区域不平衡现象。从主体来看,党政机关是廉洁创新的主力军,主体呈现多元化趋势,层级分布呈橄榄型并向基层转移。从类型来看,廉洁创新的主要类型为监督监管、综合创新、廉洁教育、预防腐败四类。从内容来看,廉洁创新主要集中在科技反腐、党内监督与廉洁建设相结合、系统反腐、基层反腐、廉洁教育、公开透明六大类,自主驱动型是最主要的动因,措施以预防为主,重在治本。

The first academic prize in China for integrity governance is the China Integrity Innovation Award.Understanding the prevalence,trajectory,and content of integrity innovation in China is made possible by analyzing the 163 applications and 38 winning projects from its two sessions using statistical analysis,regression analysis,and text analysis.Our analysis indicates that there is continuity and regional imbalance,and that China's integrity innovation is expanding in scope for regional distribution.The CPC and governmental organizations are the primary forces driving integrity innovation for subject dissemination,and innovators are diverse.The hierarchy is distributed in an olive-shaped pyramid that extends to the lowest levels.The main categories of integrity innovation include comprehensive innovation,integrity education,supervision and regulation,and corruption prevention.Integrity innovation primarily focuses on six content areas:systematic anti-corruption,grassroots anti-corruption,integrity education,and transparency.These areas include anti-corruption using science and technology,intraparty supervision combined with integrity construction,and combination of both.The primary anti-corruption strategy is prevention to combat corruption at its core.The most significant motivation is self-driven.
