罗宗洛与光复初期台湾大学接收及改制困境

Lo Tsung-lo and the Difficulties in Taking over and Reorganizing Taiwan University during the Early Days of Restoration

日本投降后,许多台湾地区民众积极支持国民政府接收台湾的工作。罗宗洛与杜聪明为首的台籍教授合作,扩大录用台籍精英,也留用部分日籍教员,将台北帝国大学改制为台湾大学。然而,台湾地区与中国内地仍是双轨体制,台币与法币价差甚大,国民政府无法拨款给中央驻台各级机构,暂由行政长官公署代垫,给台湾地区财政很大负担。台大校长罗宗洛多次请求行政长官陈仪垫付台大经费,但陈仪却想介入台大人事案,并欲自办省级独立学院,争取台湾地区高等教育的控制权,让罗宗洛相当不满。再加上双轨体制导致台大经费拮据,使台大医院的台籍医师未能及时补上编制,引发“罢诊风潮”,让罗宗洛决心辞职,也让许多台湾地区精英借题发挥,批评陈仪施政不公,抨击行政长官公署的经济统制政策,无形中埋下了二二八事变的火种。

After Japan's surrender,many people in Taiwan region actively supported the GMD government in taking over Taiwan region.Lo Tsung-lo,who was responsible for taking over Taiwan region University,retained some Japanese faculty members and cooperated with Taiwan region's professors led by Tu Tsung-ming to expand the employment of Taiwan region's elites and successfully reorganized Taihoku Imperial University into Taiwan region University.However,the Taiwan region region and the mainland were still two separate systems with a big difference between the currencies.The National Government could not allocate funds to central agencies stationed in Taiwan region.The Executive Yuan's Ofice temporarily paid its expenses,putting a heavy financial burden on Taiwan region.Taiwan region University President Lo Tsung-lo repeatedly asked Governor General Chen Yi to advance funds for Taiwan region University.However,Chen Yi wanted to intervene in Taiwan region University's personnel matters,planning to establish independent provincial colleges to gain control of higher education in Taiwan region which dissatisfied Lo Tsung-lo.In addition,the dual-track system led to insufficient funds for Taiwan region University,causing Taiwan region's doctors at Taiwan region University Hospital to fail to restore their positions in time,triggering a"medical strike"These made Lo Tsung-lo determined to resign.Many of Taiwan region's elites criticized Chen Yi's unjust governance and the economic control policy,sowing the seeds of the"February 28th Uprising"implicitly.
