考虑碳排放的分车型拥挤收费策略

摘要 由于新能源汽车在交通碳减排上的优势,政府开始鼓励市民使用新能源汽车出行。本文从缓解交通拥挤和减少交通碳排放的角度出发,建立了考虑碳排放的分车型拥挤收费双层规划模型。下层模型满足交通网络固定需求下随机用户均衡,上层模型最小化考虑碳排放的社会成本。采用FrankWolfe算法和遗传算法求解所提模型。通过算例分析是否考虑拥挤收费和考虑不同收费策略(统一收费和分车型收费)对交通网络的影响,结果表明:分车型拥挤收费策略可以有效促进出行者选择绿色交通方式出行;统一车型拥堵收费策略产生的社会成本更低,分车型拥堵收费策略在减少交通碳排放量的效果优于统一车型拥堵收费策略。 The government encourages citizens to use new energy vehicles because of the advantages in the reduction of transportation carbon emission.From the perspective of alleviating traffic congestion and reducing traffic carbon dioxide emissions,we establish a bi-level programming model for congestion pricing considering carbon emissions by vehicles.The lower model satisfies the constant demand of the transportation network under the random user equilibrium,and the upper model is to minimize the social cost,including the cost related to the travel time and traffic carbon dioxide emissions.Frank-Wolfe algorithm and genetic algorithm are used to solve the proposed model.In numerical analysis,the impacts of congestion charging and different congestion pricing strategies(i.e.,pricing on all vehicles or just fuel vehicles)on the traffic network are demonstrated.The results show that congestion pricing strategy can effectively promote travelers to choose green transportation methods to travel.Compared to the result congestion pricing strategy by vehicle,the social cost of the strategy on all vehicles is lower,and the performance in reducing traffic carbon emissions is worse.
