The Index System and Evaluation Model of Highway Investment Value

随着高速公路网的不断完善,其投资市场可持续问题也日渐突显,如何在交通强国战略不断推进,基础设施建设如火如荼的大背景下,以较少的人力物力投入,从众多规划项目中甄选出具有较高投资价值的高速公路项目引起了众多企业的高度重视。本文从区域经济社会发展情况、线路行政级别、线路功能定位和区域交通运输发展情况四个方面建立了高速公路项目投资价值评估指标体系,并以广东省高速公路网80余个规划新增项目为例,利用层次分析法建立投资价值评估模型,对其投资价值进行排序与筛选,为政府及社会投资人提供决策依据,确保高速公路投资市场可持续健康发展。

With the continuous improvement of the highway network,the issue in the area of access in sustainability of its investment market has gradually emerged.Under the background of building a country with strong transportation network and constructing infrastructure rapidly,how to select highway projects with high investment value from many planning projects with less manpower and material resources has attracted great attention from many enterprises.This paper establishes the investment value evaluation index system of highway projects from four aspects:regional economic and social development,project administrative level,project function and regional transportation development,and takes more than 80 planned new projects in the highway network in Guangdong Province as examples,using the analytic hierarchy process to establish a model about investment value evaluation,sorting its investment value,providing suggestions for the government and social investors,ensuring the sustainable development of the highway investment market.
