摘要
边境铁路口岸站货运作业涉及到铁路、海关、边检、货代等多个部门,其作业效率关系到进出口货物在站内的停留时间。本文提出“铁路口岸站作业一体化”的优化思想,运用随机Petri网建模和Flexsim仿真工具,找到制约作业效率的关键工序和需要改进的作业环节,对作业流程进行优化,以提升口岸站通过能力,并选取“列车通过率”、“集装箱通关率”和“列车平均在站停留时间”作为优化效果评价指标。以二连站进口作业流程为例进行优化,提高了二连站列车通过率和集装箱通关率,减少了列车平均在站停留时间,验证了方法的有效性。
The railway border station operation requires the participation of railway,customs,border inspection,freight forwarding and other departments,and its operation process affects the retention time of inbound and outbound trains.The optimization idea of"railway border station operation integration"was put forward.Stochastic Petri Net model and Flexsim simulation were used to find the critical processes that restrict the operation efficiency.The operation process was optimized to improve the carrying capacity of the border station."Train passing rate","container clearance rate"and"average dwell time of train at station"were selected as the evaluation indicators of optimization effect.Finally,the import operation process of Erenhot station was taken as an example for optimization.The results show this method improves the passing rate of trains and customs clearance rate of containers and reduces the average dwell time of trains in Erenhot station.
