城市社区分类治理实践与创新——以南昌市西湖区为例

Practice and Innovation of Classified Governance of Urban Community:Take Xihu District of Nanchang City as an Example

社区治理效能与治理质量,直接影响人们的安全感、幸福感和归宿感,也牵引人们对美好生活向往的实际走向。新时代推动城市社区分类治理,提升城市社区治理精准化、精细化水平,是城市社区治理的重要内容和发展方向。南昌市西湖区作为民政部第四批全国社区治理与服务创新实验区,将“治理精细到小区,服务精准到群体”理念融入社区治理全过程,形成既有共性又独具特色的城市社区分类治理经验。城市社区分类治理在社区信息收集反馈、资源分析整合、资源配置效能与科技支撑力度等方面仍需要进一步优化,以提升社区治理效能。

The efficiency and quality of community governance can directly affect people's sense of security,happiness and sense of belonging,and also drive people's actual aspirations for a better life.Promoting classified governance of urban communities in the new era and improving the precision and refinement of urban community governance are important contents and development directions of urban community governance.Xihu District of Nanchang City is the fourth batch of national community governance and service innovation experimental areas of the Ministry of Civil Affairs,it integrates the concept of“fine governance detailing to the community,accurate service right to the target group”into the whole process of community governance,and forms a common and unique experiences in classified governance of urban community.The classified governance of urban community still needs to be further optimized in the aspects of community information collection and feedback,resource analysis and integration,resource allocation efficiency,scientific and technological support and so on,so as to improve the efficiency of community governance.
