Research and Application of Emergency Plan Implementation Model Based on Scenario Construction

为解决企业应急预案体系实施过程中存在的上下衔接不足、风险评估和资源调查与预案体系脱节等问题,提出基于情景构建的应急预案体系实施模型,将预案体系实施分解为三阶段,通过情景构建与分析将风险评估和资源调查进行串连,并引入金字塔模型、响应行动编写指南等工具,为企业高效科学开展应急预案体系实施工作提供参考。

To solve the problems in the implementation of enterprise emergency plan system,such as insufficient connection between the upper and lower levels,and disconnection between risk assessment and resource survey and the emergency plan system,an emergency plan system implementation model based on scenario construction is proposed.It divides the emergency plan system into three stages for implementation,which links risk assessment and resource investigation,and introduces the pyramid model,response action preparation guide and other tools as the reference for enterprises to carry out the implementation of emergency plan system efficiently and scientifically.
