摘要
我国生态安全屏障区是新时代绿色转型发展战略重点实施区域,是国家整体生态文明和可持续发展重点建设对象。本文以实际案例对中国生态安全屏障区绿色发展能力现状进行评价,并对存在的问题进行分析。从能力提升与路径选择视角,提出通过生态资本运营路径提升我国生态安全屏障区绿色发展能力。研究认为,以有限力量的垂直直线型中央转移支付为主要支撑的生态区建设方式,并没有最大化调动社会资本力量,也没有有效激发生态安全屏障区的生态资本转化效率。而在完善政策法规等关键措施的基础上,按市场化、绩效化和社会化原则引入群众力量,调动庞大社会资本,开展生态资本运营具有潜在优势,是发挥生态安全屏障区生态服务禀赋优势、实现产业绿色转型与绿色创新协同的可行路径选择。
China’s ecological safety barrier area is a key area of implementing green transformation development strategies in the new era,and it is also the esential construction object of China’s overall ecological improvement and sustainable development.In this paper,the current situation of green development capacity of the ecological safety barrier area in China is evaluated with practical cases,and the existing problems are analyzed.From the perspective of capacity improvement and path selection,it is proposed to improve the green development capacity of China’s ecological safety barrier area through natural capital operation.The research holds that the ecological area construction mode,which is mainly supported by the transfer payment from the central government with limited power,has not mobilized the social capital force to the maximum extent,nor has it effectively stimulated the efficiency of ecological capital transformation in the ecological safety barrier zone.On the basis of perfecting key measures such as policies and regulations,it is a feasible path to introduce public forces according to the principles of marketization,performance and socialization,mobilize huge social capital,and carry out ecological capital operation with potential advantages,which give full play to the advantages of ecological service endowment in the ecological safety barrier area and realize synergy between industrial green transformation and green innovation.
