摘要
校长职级制改革是促进校长专业化、去行政化的重要手段,是教育人事制度改革的关键环节。从校长职级的目的出发,阐释我国校长职级的内涵和发展脉络,以科学性、发展性、特色差异和动态性为原则,采用CIPP评价模型建构一套我国中小学校长职级评价指标体系的基本架构:基本条件是中小学校长职级评价的底线指标;培训学习是中小学校长专业发展的主要内容和重要保障;办学条件是中小学校长职级评价的隐性起点;办学理念是中小学校长专业发展的思想引领;学校治理是中小学校长职级评价的核心内容;办学成效是中小学校长职级评价的显性指标;校内外反响是衡量中小学校长影响力的外部指标。
The reform of the principal rank system is an important way to promote the principals'specialization and deadministration,and it's also a key link in the reform of the educational personnel system.From the purpose of the principal rank,this paper explains the connotation and history of the principal rank in China,based on the principles of scientific,developmental,distinctive and dynamic nature,and constructs a basic framework of the principal rank evaluation system by using the CIPP evaluation model.The basic condition is the bottom line of the rank evaluation system.Training and learning is the main content and important guarantee of the principal's professional development.The condition of running a school is the recessive starting point of the rank evaluation system.Educational philosophy is the ideological guidance of the principal's professional development.School governance is the core content of the rank evaluation system.The school-running effect is the dominant index of the rank evaluation system.Repercussion inside and outside school is an external index to measure the influence of principals in primary and secondary schools.
