公办园非在编教师待遇保障制度的现状、问题与对策建议——基于对我国九省市调查数据的分析

摘要 对我国东、中、西部九省市公办园编内外教师待遇保障制度的调查发现:在公办园非在编教师工资制度方面,非在编教师工资结构以基本工资为主,未完全享有绩效工资和津补贴;不少非在编教师处在社会最低工资水平,未与在编教师同工同酬;工资经费以公办园保教费为主,来自财政经费的保障不足。在公办园非在编教师社保制度方面,明确要足项缴纳“五险一金”,但大多非在编教师未完整享有;非在编教师主要参加企业职工社会保险,且缴费标准较低;社保经费主要由园所保障,财政保障缺失。为进一步完善公办园非在编待遇保障制度,需合理明确公办园非在编教师工资标准,科学制定其工资分配办法;明确公办园非在编教师享有与在编教师同等的社保项目与类型,统一社保缴费基数;将公办园非在编教师工资、社保纳入财政保障范围,逐步实现同岗同质同待遇。 A survey on the treatment guarantee system for staff teachers and non-staff teachers of public kindergartens in 9 provinces,including the East,Central,and West,found that in terms of the salary system for non-staff teachers in public kindergartens,the salary structure for non-staff teachers is mainly based on basic wages,and they don't fully enjoy performance-based wages and subsidies.Policies have clearly declared equal pay for equal work with staff teachers,but many non-staff teachers are at the social minimum wage level.The salary is mainly funded by public kindergarten education fees,but the guarantee from financial funds is insufficient.In terms of the social security system for non-staff teachers in public kindergartens,it is clear that they must fully pay the"five insurances and one fund",but most non-staff teachers do not fully enjoy it.Non-staff teachers mainly participate in corporate employee social insurance and have lower payment standards.The social security funds are mainly guaranteed by the kindergartens,and there is a lack of financial support.In order to further improve the treatment system for non-staff teachers in public kindergartens,it is necessary to reasonably clarify the salary standards for non-staff teachers in public kindergartens and scientifically formulate their salary distribution methods.Clarify that non-staff teachers in public kindergartens enjoy the same social security programs and types as staff teachers,and unify the social security payment base.Incorporate the salaries and social security of non-staff teachers in public kindergartens into the scope of financial security,gradually achieving equal treatment and quality for the same position.
