乡村水景观建设实践与思考——以远安县水美乡村建设为例

Practice and Thoughts of Rural Water Landscape Construction——A case study of countrysides of beautiful water in Yuan'an County

进入新发展阶段,我国治水主要矛盾发生深刻变化,人水关系更加和谐密切,以水景观为突出代表的精神性需求愈发强烈。2019年实施的水系连通及农村水系综合整治项目,以全新的理念整治乡村水环境、改善水生态、塑造水景观,以生动的实践探索乡村人水和谐共生之路、水美乡村建设之路和水利项目助力乡村振兴之路。以我国首批水美乡村优秀试点县远安县为例,从沮河水系的现状出发,提炼出按项目水景观的建设原则、建设策略和总体布局,并总结出了乡村水景观建设的三点经验启示:尊重自然,全面发挥“水”生态价值;以人为本,探索“水+”多元融合发展模式;因地制宜,彰显特色、传承文脉。

In the new development stage,profound changes have taken place in water management in China,people have a more harmonious and closer relationship with water and greater spiritual demand for water landscape.The water system connection and rural water system comprehensive improvement project implemented in 2019,managing countryside water environment with a new concept,improving water ecology,shaping the water landscape,is a convincing practice to explore the way of harmony and coexistence between people and water in rural areas,of constructing the countryside with beautiful water,of constructing water conservancy projects to help revitalize rural areas.Taking Yuan’an County,one of China’s first pilot counties of beautiful water project,for example,this paper starts with the current situation of the Juhe River water system,then puts forward construction principles,construction strategies and overall layout the project water landscape,and summarizes three suggestions:respect for nature,to fully show water ecological value;people-oriented and explore“water plus”diversified integration development mode;highlight the characteristics and heritage according to local conditions.
