数字时代危机学习驱动城市安全治理变迁:多重样态、实践偏差与逻辑耦合

Transformation of Urban Security Governance Driven by Crisis Learning in the Digital Era:Multiple Patterns,Practice Deviation and Logical Coupling

现代城市安全在经历第四次工业革命的“洗礼”后变得愈加脆弱、复杂和不可感知。其中,新兴风险的交织演化和溢出扩散,不仅重塑着现代城市安全与社会秩序,还不可避免地冲击了传统危机学习模式的路径依赖。事实证明,数字时代语境下危机学习的功能定位,不能仅仅局限于技术赋能的工具效应催化,还必须兼顾制度供给的灵活性诉求和价值重塑的社会资本培育等。相应地,要弥合危机学习与治理实践之间的二元适配张力,并围绕工具、制度和价值等多重维度,共同探寻危机学习驱动城市安全治理从事后反思向事前预防的转型逻辑,进而建构完善城市公共安全治理体系,实现国家安全和社会稳定的发展目标。

Modern urban safety has become increasingly vulnerable,complex,and invisible after experiencing the“baptism”of the fourth industrial revolution.Among them,the intertwined evolution and spillover diffusion of emerging risks not only reshape modern urban safety and social order,but also challenge the path dependence of traditional crisis learning models.It has been shown that the function of crisis learning in the digital age context should not be confined to the catalytic effect of technological empowerment,but should also take into account the flexibility of institutional provision and the cultivation of social capital through value reconstruction.Accordingly,this requires bridging the binary tension between crisis learning and governance practice,and exploring the transformation logic of crisis learning driving urban security governance from ex-post reflection to ex-ante prevention,along multiple dimensions such as tools,institutions,and values.This will help build a sound urban public safety governance system and achieve the development goals of national security and social stability.
