撤县设区的产能过剩化解效应

THE OVERCAPACITY REDUCTION EFFECT OF CITY-COUNTY MERGER

在积极畅通国内大循环、建设全国统一大市场的背景下,撤县设区带来的区域一体化对于化解中国工业产能过剩具有重要意义。本文运用双重差分法考察了撤县设区对工业产能过剩的影响及空间溢出效应。结果发现:撤县设区显著提升了工业产能利用率。撤县设区的产能过剩化解效应在东部城市和低行政级别城市中更为显著。机制检验表明,撤县设区通过提高人口密度和创新水平提升了产能利用率,而缓解市场分割并不是撤县设区影响产能过剩的主要传导路径。撤县设区还对邻近城市的产能过剩治理具有正向的空间溢出效应。上述研究结论为进一步优化撤县设区政策及化解中国式产能过剩提供了重要的经验证据。

In the context of actively unblocking the domestic circulation and the constructing a unified national market,the regional integration brought by city-county merger(CCM)is of great significance to resolve China's industrial overcapacity.This paper uses difference-in-differences model(DID)to investigate the effect of CCM on industrial overcapacity and its spatial spillover effect.The results show that CCM has significantly improved the utilization rate of industrial capacity.The effect of overcapacity reduction of CCM is more significant in eastern cities and low-administrative-level cities.Mechanism analysis shows that CCM improves the capacity utilization rate by improving the population density and innovation level,but the alleviation of market segmentation is not the main transmission path for CCM to affect the overcapacity.CCM also has a positive spatial spillover effect on the governance of overcapacity in neighboring cities.The above research conclusions provide important empirical evidence for further optimizing the policy of CCM and resolving Chinese-style overcapacity.
