从专利申请到转移的全流程管理及服务研究——基于五所独立设置医科院校的分析

本文以国内五所独立设置医科院校为对象,通过incopat专利数据库检索,分析各高校中国专利申请、授权、维持及转移情况,并结合高校专利管理和科技成果转化相关政策文件及做法,从专利申请、专利维持及专利转移等环节进行全流程梳理分析,揭示独立设置医科院校专利成果从申请到转移的全流程管理及服务情况。研究建议:独立设置医科院校需进一步把控专利申请关、实施专利分级分类管理、强化专利转移过程服务、设立研究开发基金,以优化提升科技成果转移转化的全流程管理及服务。

This paper analyzes the patent application,license,maintenance and transfer of Chinese patent in five independent medical universities of China through searching Incopat Patent Database.And analyzing the whole process of patent application,patent maintenance and patent transfer in combination with the policy documents and practices related to patent management and transformation of scientific and technological achievements of universities,which reveals the whole process management and service of patent achievements of independent medical universities from application to transfer.Research suggestions:Independent medical universities need further controling patent applications,implementing patent classification management,strengthening patent transfer process services and establishing research and development funds,to optimize the entire process management and services for the transfer and transformation of scientific and technological achievements.
