摘要
棚户区改造是新时期盘活存量、实现城市高质量发展的重要手段,也是推动政府治理现代化的重点民生工程。基于政府职能与改造目标的转变,我国城市棚户区改造经历了“民生导向”“经济发展”与“公益回归”3个阶段,对应改造模式可总结为3类:政府主导型、市场主导型与居民主导型。研究发现,随着治理现代化的发展,棚户区改造中政府职能由“管控型”向“服务型”转变,改造目标由改善民生向刺激发展、公益回归转变,公共利益指向成为现阶段棚户区改造的重点。以南京市石榴新村试点为例,探讨在政府财政资金有限、社会资本介入动力不足情境下的居民主导型创新改造模式,通过“居民主导+政府服务+国企实施”的运作机制改善棚户区居住条件,实现公共利益最大化目标,构建治理现代化趋势下棚户区改造的新样板模式。
Shantytown renovation is an important means to revitalize the existing stock and realize the high-quality urban development in the new era,and a key livelihood project to promote the modernization of government governance as well.Based on the transformation of government functions and key tasks,urban shantytowns renovation in China experienced livelihood orientation,economic development and commonweal return periods.And there are three types of corresponding renovation modes,including government-oriented pattern,market-oriented pattern and resident oriented pattern.The research shows that with the development of modern governance,government functions have changed from the control model to a service type and the renewal objectives have changed from improving people's livelihoods to stimulating economic development,and then the return of commonweal in shanty renovation,the direction of the public interest has become the key issue at this stage.Using the pilot project of Shiliu San Tsuen as an example,the paper discusses about the innovative inhabitant-led governance mode under the circumstance of limited government financial funds and insuficient social capital intervention.Through the operation mechanism of"Resident-led+Government Service+State-owned Enterprises Implementation",the living conditions in shantytowns are improved,the goal of maximizing public interests is achieved,and a new model of shantytown renovation under the trend of modern governance is constructed.
