应急科技攻关的协同数字治理战略路径与对策

摘要 [目的/意义]在数字技术深度嵌入公共卫生信息基础设施建设驱动下,应急科技攻关数字化治理为快速应对突发公共卫生事件提供了重要契机。要快速应对和解决突发公共卫生事件,需要打破组织和国家的“科研边界”,从科研数据、科研人员到科研设施等方面扩大共享范围,以协同数字治理理念提升科技攻关的应急效能。关注并研究深度数字化条件下的协同科技攻关及数字治理举措,对加快应急科技成果转化、完善应急科学决策体系等具有重要的指导意义与实践价值。[方法/过程]本文梳理和总结了国内外数字治理与应急科技攻关现状与问题,以新冠疫情为例,分析了我国目前应急科技攻关在数字治理方面的局限性,基于对应急科技攻关体系数字治理协同机制的分析,提出协同数字治理视角下应急科技攻关战略路径模型。[结果/结论]研究结果表明,要实现高效、协同和任务与使命导向的应急科技攻关,需要围绕协同数字治理平台,强化平台共享共用共治,基于数字基础设施和协同科技规划形成应急科技攻关长效机制,并以全球化数字治理合作引领突发公共卫生科技攻关共同体。最后,本文提出了以协同数字治理机制为中心的应急科技攻关体制优化对策。 [Purpose/significance]Driven by the deep Embeddedness of digital technology into the construction of public health information infrastructure,the digital governance in tackling hard-nut problems in emergency science and technology provides an important opportunity for rapid response to public health emergencies.To rapidly respond to and solve public health emergencies,it is necessary to break the“scientific research boundary”between organizations and countries,expand the sharing scope of scientific research data,researchers and research facilities,and improve the emergency efficiency of scientific and technological breakthroughs under the guidance of synergic digital governance.Research on synergic tackling hard-nut problems in emergency science and technology and digital governance measurements has important guiding significance and practical value for accessing emergency scientific and technological transformation and improving the emergency policy-making system.[Method/process]This paper summarizes the current situation and problems of digital governance and emergency response technology at home and abroad,and analyzes limitations of digital governance in China’s emergency response technology by taking COVID-19 as an example.Based on analysis of digital governance synergic mechanism of the system of tackling hard-nut problems in emergency science and technology,the strategic path model of tackling hard-nut problems in emergency science and technology from the perspective of synergic digital governance is developed.[Result/conclusion]This paper suggests that in order to realize efficient,collaborative and task-oriented emergency technology research,it is necessary to strengthen the platform sharing,co-working and co-governance around synergic digital management platform,and form the long-term mechanism of emergency science and technology based on the digital infrastructure and synergic planning,and lead digital governance of emergent public health science research community through globalization cooperation.Finally,the optimization countermeasures of emergency science and technology tackling system centered on synergic digital governance are put forward.
