中国社会智库国际化的实践与经验——以察哈尔学会为个案的研究

The Practice and Experience about Internationalization of China’s Civil Think Tanks-A Case Study on Charhar Institute

[目的/意义]国际化是当今中国智库发展的重要方向。社会智库作为中国特色新型智库体系的重要构成,其国际化发展对于完善中国特色智库体系和服务国家战略具有重要价值和意义。[方法/过程]本文以中国社会智库察哈尔学会为个案,通过文献研究法、访谈法等方式开展研究。[结果/结论]察哈尔学会的国际化进程呈现自我驱动型的阶段式推进特点。察哈尔学会通过加强国际活动交流、共建国际研究机构中心、完善自我国际化人才储备、强化国际传播等方式,逐步实现了机构和影响力的双重“走出去”,其国际化经验值得我国社会智库推进国际化实践时借鉴参考。

[Purpose/significance]Internationalization is an important direction for the development of Chinese think tanks nowadays.As an essential component of new types of think tank with Chinese characteristics,China’s civil think tanks’international advancement has significance for improving the whole think tank system with Chinese characteristics and serving the national strategy.[Methods/process]This paper takes the Charhar Institute,a China’s civil think tank,as a single case,and carries out the case study method to carry out the research through literature review and interview.[Results/conclusion]The internationalization process of Charhar Institute has shown a self-driven phased advancement.Through enhancing international activities exchange,jointly building the center of international research institutions,improving the self-internationalized talent pool,and strengthening international communication,it gradually realized“going out”of institutions and influence at the same time.Its internationalization experience is worthy of reference when other China’s civil think tanks promote self-internationalization practice.
