公共卫生危机治理的全球议程与行动框架

Global Agendas and Framework for Action on Public Health Crisis Governance

公共卫生危机治理具有全面、全程与全球治理的特征,在治理过程中主要形成了“社会隔离”“国际安全”“全球风险”“世界事务”与“全球治理”五个公共议程。在五个公共议程发展脉络中,“资金投入”“公共卫生建设”“应急管理”“全球—地方”“加快研发”成为构建公共卫生危机治理行动框架的五个维度,满足了创新性、整合性、普遍性与应用性的治理需求。为了避免回归“旧常态”,全球公共卫生危机治理需要在遵循“治理刺激—反应链”的原则下进行整合治理,以实现“更好的健康”和“重建得更好”的愿景。

Public health crisis governance is a kind of governance characterized by comprehensiveness,whole processness,and globalness.In the process of governance,five public agendas,i.e.“social isolation”,“interna⁃tional security”,“global risk”,“world affairs”,and“global governance”have been mainly formed.In the devel⁃opment sequence of the five public agendas,“fund investment”,“public health construction”,“emergency man⁃agement”,“the global and the local”,and“to accelerate research and development”have become the five di⁃mensions of constructing the framework for action on public health crisis governance,which meets the gover⁃nance requirements including innovation,integration,universality,and application.In order to avoid a return to the“old normal”,global public health crisis governance needs to be integrated under the principles of the“gov⁃ernance stimulus-response chain”to achieve the vision of“better health”and“better rebuilding”.
