城镇老旧小区片区化改造模式研究--来自湖南的探索与实践

Research on the Regionalization Renovation Model of Old Urban Residential Areas:Exploration and Practice from Hunan

当前老旧小区改造存在融资困难、改造内容碎片化、资源资产难以变现等现实问题,结合来自湖南省的探索与实践,在城市更新的总体框架下创新改造模式,探索以片区联动的思路推动城镇老旧小区改造工作,提出老旧小区片区化改造模式。该模式按照“片区计划-片区策划-项目实施-片区运营”四个阶段,开展“片区改造计划-片区评估-片区策划-改造建设方案-实施运营”五个环节的改造,从而完善片区功能,提升社区品质,推进绿色完整居住社区的创建。

At present,there are some problems in the reconstruction of old residential quarters,such as the difficulty offinancing,the fragmentation of reconstruction contents and the difficulty of realizing resources and assets.Under the general frame of urban renewal,we should innovate the renovation mode and explore the idea of district linkage to promote the renovation of old urban districts,the mode design of old residential area regionalization and marketization transformation is put forward,which is carried out according to four stages of“District planning,District planning,Project implementation,District operation”,it includesfive links:“District renovation plan,District evaluation,District planning,Renovation plan,Implementation and operation”,so as to perfect the function of the district,improve the quality of the community and promote the development of the society,promote the creation of a green and complete residential community.
