碳排放对居民医疗卫生支出的空间溢出效应

THE SPATIAL SPILLOVER EFFECT OF CARBONE MISSIONS ON HEALTH EXPENDITURE

基于2011—2019年30个省份的面板数据,运用静态和动态空间杜宾模型实证检验了居民医疗卫生支出和碳排放的空间溢出效应,并利用地理距离权重矩阵和经济地理矩阵进行了稳健性检验。结果表明:整体来看,我国碳排放和居民医疗卫生支出均存在显著的正向空间相关性,并呈现显著的空间聚集特征;从空间溢出效应来看,碳排放对居民医疗卫生支出的正向空间溢出效应明显,短期效应优于长期效应。对此,企业应优化能源结构和产业结构以减少碳排放危害;统筹区域碳排放空间结构,加强政府联动治理以降低负向溢出效应;认识不同时期的长短期效应,实施差异化治理以保障居民长期健康;提高经济发展水平和政府卫生支出以增强居民医疗卫生支付能力。

Based on the panel data of 30 provinces from 2011 to 2019,we used the spatial Dubin model to ex-amine the spatial spillover effect of carbon emissions to health expenditure.There is a significant positive spa-tial correlation between carbon emissions and health expenditure in China,with a significant spatial aggrega-tion feature.The positive spatial spillover effect of carbon emissions on health expenditure is obvious.Moreo-ver the short-term effect is better than the long-term effect.To this end,the energy structure and industrial structure should be optimized to reduce health hazards.We plan the spatial structure of regional carbon emis-sions and strengthen the government′s joint governance to reduce the negative spillover effect,understand the long-term and short-term effects of different periods,and implement differentiated governance to promote long-term health of residents.Improve the level of economic development and government health expenditure to enhance residents′ability to pay for healthcare.
