政策工具与创新价值链双重视角下我国医疗器械产业政策文本研究

China's policies on medical device industry:policy tools and innovation value chain

目的系统分析我国医疗器械产业政策现状,以期为后续政策制定和产业可持续健康发展提供参考依据和建议。方法借助NVivo 11质性分析软件对我国2012年1月至2022年12月国家层面出台的53份医疗器械产业政策进行编码,基于政策工具和创新价值链的二维分析框架进行量化分析。结果医疗器械产业政策的政策工具呈现出重环境型和供给型、轻需求型的特点;在创新价值链维度上,产品研发环节政策不足,各环节政策不连贯;二维交叉分析显示各类型政策工具都更加侧重创新价值链的商业化与产业化环节。结论均衡设计政策工具的整体布局,提高创新价值链各环节的政策连贯性,重视创新价值链在政策工具中的应用。

Objective To systematically analyze China's policies on medical device industry,in an attempt to provide references and suggestions for subsequent policy formulation and sustainable and healthy development of the medical device industry.Methods Using the NVivol1 qualitative analysis software,we encoded 53 national policies on medical device industry issued from January 2012 to December 2022 and performed quantitative analysis based on the two-dimensional analysis framework of policy tools and innovation value chain.Results The policy tools used in China's medical device industry focused more on environment and supply,but less on demand.In the innovation value chain dimension,product research and development were insufficient,and policies were inconsistent.The two-dimensional cross-sectional analysis showed that the commercialization and industrialization of the innovation value chain were more emphasized in all types of policy tools.Conclusions Efforts should be made to balance the allocation of policy tools,increase the policy consistency for different aspects in the innovation value chain,and pay more attention to the use of value chain in policy tools.
