对某省2021年——2022年护理职称评价制度改革措施的分析

摘要 科学公正的护理职称评价制度有利于稳定护士队伍,调动一线护理人员从业积极性。我国曾经的护理职称评价制度存在一些明显缺陷,自2021年起,国家及相关省份加快推进职称评价制度改革。以某省2021年—2022年护理职称评价制度改革实施措施为例,通过文献研究和对某医院护理人员进行访谈,着重分析了职称评价标准中的临床工作量指标等对临床护理队伍从业的影响,从优化工作量评价指标、区别专业分类评价、推行评聘分开、改革薪酬制度等方面提出了完善改革措施的建议。 An objective and fair evaluating system for nurses'professional titles is crucial to stabilize the team of nurses and mobilize the enthusiasm of frontline nursing staff.Given the apparent shortcomings of the system for evaluating nurses'professional titles in the country,reforms have been launched at the national and provincial levels since 2021.In a specific province in 2021-2022,we examined the reforms aimed at the system for evaluating nurses'professional titles.We conducted interviews and literature reviews to analyze the effects of clinical workload indicators in the title evaluation standard on the clinical nursing workforce.Based on our findings,we proposed recommendations on reform measures,including workload evaluation indicators,profession-based categorized evaluations,separation of evaluation from recruitment,and remuneration system reform.
