社会资本参与广东矿山生态修复模式研究

Study on the Mode of Social Capital Participating in Ecological Restoration of Mines in Guangdong

传统矿山生态修复以实现矿山土地的复垦复绿和定向开发生态产品两种模式为主,矿山生态修复3.0核心是生态产业化和产业生态化,引入社会资本能有效的促进矿山修复后的综合利用和持续发展,更是全社会共同参与生态文明建设的有效路径之一。结合国内矿山生态修复发展趋势及实践,探讨了社会资本参与矿山生态修复的价值和优势,阐述了“矿区企业自主修复运营”“政府-企业合作”“社会资本整体开发运营”和“平台公司修复-建设-运营”4种社会资本参与矿山生态修复的模式,并提出了工作过程中的政策保障建议,以期为广东省矿山生态修复工作提供参考。

Traditional mine ecological restoration mainly consists of land reclamation and green restoration and directional development of ecological products.The core of mine ecological restoration 3.0 is ecological industrialization and industrial ecologization.The introduction of social capital can effectively promote the comprehensive utilization and development after restoration,and is an effective path for the whole society to participate in the construction of ecological civilization.Based on the development trend and practice of mine ecological restoration in China,this paper discusses the value and advantages of social capital's participation in mine ecological restoration.This paper expounds four new modes of social capital participation in mine ecological restoration,namely"independent restoration and operation of mining enterprises","government-enterprise cooperation","overall development and operation of leading enterprises"and"restoration-construction-operation of platform companies",and puts forward policy guarantee suggestions in the process of work,in order to put forward suggestions for mine ecological restoration in Guangdong Province.
