基层治理现代化的要素结构包括多元化的治理主体、以人民为中心的治理理念、全周期管理的治理过程、共建共治共享的治理制度。新时代,基层治理现代化面临着社会结构持续变迁、社会主要矛盾发生变化、社会风险日趋复杂和不确定等重大变化。推进基层治理现代化,应通过完善党全面领导基层治理制度、提升基层政权治理能力、有效推进“三治融合”、加强基层智慧治理能力建设等方式,从而构建基层治理新格局。

The element structure of grassroots governance modernization includes diverse governance subjects,people-centered governance concepts,full-cycle management of governance processes,and collaborative governance systems.In the new era,the modernization of grassroots governance is facing significant changes such as continuous shifts in social structure,changes in the principal social contradictions,increasing complexity and uncertainty of social risks.To advance grassroots governance modernization,it is necessary to improve the system of comprehensive leadership of the Party in grassroots governance,enhance the governance capacity of grassroots political power,promote the integration of the“three governance”elements,and strengthen the construction of grassroots intelligent governance capacity.These measures will contribute to the establishment of a new pattern of grassroots governance.
