黄山市“绿岛”治理模式的探索与思考

Exploration and Refl ection on Governance Mode of“Green Island”in Huangshan

一直以来,中小微企业在环保管理上存在主体责任意识薄弱、环保资金投入不足、内部管理欠缺等问题,“绿岛”共享治污模式的出现,为污染物治理及环境监管提供了新的思路以及可推广、可复制的先进经验。本文结合黄山市“绿岛”项目的情况,分析了“绿岛”项目的环境效益以及存在的一些问题,并提出了有针对性的意见和建议,以期为推进“绿岛”项目建设,实现集约、共享、高效治污提供一定参考。

For a long time,the environmental management of micro,small and medium-sized enterprises has been suffering from problems such as weak awareness of main responsibility,insufficient investment in environmental protection funds and lack of internal management.The emergence of the“Green Island”model has provided new ideas and advanced experience that can be popularized and replicated for pollution control and environmental supervision.Based on the current situation of“Green Island”project in Huangshan,this paper analyzes the environmental benefits,some problems existing in the planning process of“Green Island”project,and puts forward some suggestions.It provides some reference for promoting the construction of“Green Island”project,implementing intensive,sharing and efficient pollution control.
