低碳经济下油气田企业提质转型路径——以新疆油田为例

The Route Taken by Oil and Gas Field Businesses to Transform and Enhance Quality in the Context of a Low-carbon Economy:Using the Xinjiang Oilfield as an Example

低碳经济带来的低碳约束以及新能源的迅猛发展,推动油气行业发生深刻变革,国内外各大油气公司都开启了转型步伐。在此背景下,油气田企业该以何种路径实现可持续发展并顺应低碳经济发展的要求,成为一个重要而紧迫的问题。通过对宏观环境和油田自身优劣势的分析,得出两个基本判断:近中期油气勘探开发依然是油气田企业的核心业务,需提升勘探开发规模和效益;减碳降耗已成共识,应因地制宜发展新能源产业。基于此判断,提出油气田企业的战略抉择是提质转型,而非单纯的坚持传统油气业务或单纯的转型。结合油气田资源禀赋制定了近期提质降耗、中期局部转型、远期产业延伸的三步走路径。

The oil and gas sector has undergone significant change as a result of the low-carbon limits and the quick development of alternative energy that the low-carbon economy has brought about.Major oil and gas businesses both domestically and internationally have started a makeover.The question of what course of action oil and gas field companies should follow in order to achieve sustainable growth and comply with the requirements of low-carbon economic development has become critical and urgent.Two fundamental conclusions are reached from the examination of the macro-environment and the benefits and drawbacks of the oilfield itself:In the short and medium term,oil and gas exploration and development remain the main businesses of oil and gas field companies,and the scale and efficiency of these activities need to be increased;As carbon reduction and energy consumption reduction have gained widespread support,actions should be taken in accordance with local conditions to develop new energy industries.Based on these findings,it is recommended that oil and gas field enterprises strategically choose to transform themselves and improve quality as opposed to sticking with current oil and gas business methods or making some minor changes.In combination with the resource endowment of the oil and gas field,a three-step approach was developed for quality improvement and energy consumption reduction in the short term,partial transformation in the middle term,and industrial extension in the long term.
