正式与非正式环境规制对经济高质量发展的空间效应研究

The Spatial Effects of Formal and Informal Environmental Regulations on High-Quality Economic Development

统筹生态环境保护与经济高质量发展,除了依靠政府强制性管制等正式环境规制手段外,还需要借助非正式环境规制手段进行补充。从正式与非正式环境规制手段入手,分析其对地区经济高质量发展的影响。首先,基于新发展理念的五大维度,构建经济高质量发展评价指标体系,利用熵值法赋权,对2010—2020年我国各省份的经济高质量发展水平进行综合评价,并考察其空间相关性;然后,采用空间杜宾模型,就正式与非正式环境规制对地区经济高质量发展的影响及空间溢出效应进行量化分析。研究发现:考察期内,我国东部地区的经济高质量发展水平远高于西部地区,地区间两极分化严重;经济高质量发展水平具有较强的空间自相关性;正式与非正式环境规制均对本地区的经济高质量发展水平有显著正向影响,且非正式环境规制的影响程度更大,但两者对邻近地区都没有显著溢出效应。对此,各地政府应重视正式与非正式环境规制的作用,促使两类环境规制相互补充。

In order to coordinate ecological environmental protection and high-quality economic development,it is necessary to rely on formal environmental regulatory measures such as mandatory government control,but also to complement them with informal environmental regulatory measures.Starting from formal and informal environmental regulation methods,this paper analyzes their impact on the high-quality development of regional economies.To begin with,a system of evaluation indicators for high-quality economic development is constructed based on the five dimensions of the new development concept.The entropy method is used to evaluate the level of high-quality economic development of provinces and regions in China from 2010 to 2020,and its spatial correlation is examined.Then the spatial Durbin model is used to quantitatively analyze the impact of formal and informal environmental regulations on the high-quality development of regional economies and spatial spillover effects.The research finds that within the sample period,the level of high-quality economic development in the eastern region of China is much higher than that in the western region,with strong polarization between regions;the level of high-quality economic development has strong spatial autocorrelation;both formal and informal environmental regulations have a significant positive impact on the level of high-quality development of the local economy,and the impact of informal environmental regulations is much stronger,but their spillover effects to neighbouring areas are not significant.Therefore,local governments should attach great importance to the roles of both formal and informal environmental regulations in order to achieve mutual complementarity between them.
