中部地区都市圈建设的现实困境与国际经验借鉴

Practical Dilemma and International Experience of Metropolitan Area Construction in Central Region

都市圈作为经济社会发展过程中出现的跨行政区域的城市空间形态,对于促进新型城镇化和完善全尺度空间布局具有重要作用。中部地区都市圈交通区位优势突出,综合实力不断提升,协同发展能力增强,但是,也存在府际合作效率有待提高、综合交通体系有待完善、产业协同发展力度不够、生态环境质量有待提升等问题。纵观纽约、伦敦、东京、巴黎等世界典型都市圈的发展实践,梳理这些都市圈的发展经验,能够为中部地区都市圈建设提供重要的参考和启示。未来,中部地区都市圈要在完善区域协同创新机制、构建综合交通枢纽体系、促进产业错位互补发展、着力构建生态经济体系等方面采取有效措施,促进都市圈高质量发展。

As a cross-administrative urban spatial form appearing in the process of economic and social development,metropolitan area plays an important role in promoting new urbanization and improving the full-scale spatial layout.The transportation location of the metropolitan area in the central region is prominent,the comprehensive strength is constantly improving,and the capacity for coordinated development is enhanced.However,there are also problems that need to be improved in the efficiency of intergovernmental cooperation,the comprehensive transportation system needs to be improved,the coordinated development of industries is not enough,and the quality of the ecological environment needs to be improved.Looking at the development practice of the world’s typical metropolitan areas such as New York,London,Tokyo and Paris,and sorting out the development experience of these metropolitan areas can provide important reference and inspiration for the metropolitan area construction in central region.In the future,the central metropolitan area should take effective measures to improve the regional collaborative innovation mechanism,build a comprehensive transportation hub system,promote the dislocation and complementary development of industries,and strive to build an ecological economic system so as to promote the high-quality development of the metropolitan area.
