面向防止规模性返贫的脱贫人口内生发展能力培育

Cultivating the Endogenous Development Capacity of Poverty Alleviation Population to Prevent Large-scale Poverty Reduction

坚决守住防止规模性返贫底线,不仅是巩固拓展脱贫攻坚成果的需要,也是全面衔接乡村振兴战略的关键所在。培育脱贫人口内生发展能力能够从根本上筑牢防止规模性返贫防线。当前,脱贫人口面临着市场经营能力欠缺、文化驱动能力不足、人际交往能力落后以及政治参与能力缺乏的现实困境。基于此,应从经济能力、文化能力、社会能力以及政治能力四个方面提升脱贫人口内生发展能力,夯实脱贫人口致富增收的能力基础,为防止脱贫人口规模性返贫提供人力资本上的保障。

Resolutely preventing large-scale poverty reduction is not only the need to consolidate and expand the achievements of poverty alleviation,but also the key to comprehensively linking the rural revitalization strategy.Cultivating the endogenous development capacity of poverty alleviation population provides a feasible option to prevent large-scale poverty reduction.At present,people who have been lifted out of poverty are facing the practical dilemma such as lack of market management ability,insufficient cultural driving ability,backward interpersonal communication ability,and lack of political participation ability.Based on this,this paper puts forward a realistic path to enhance the endogenous development ability of the poverty-stricken population from four aspects:economic ability,cultural ability,social ability and political ability,consolidating the ability foundation of the poverty-stricken population to become rich and increase income,to provide human capital guarantee to prevent the large-scale return of the poverty-stricken population to poverty.
