城市社区体育治理中的主体角色:迷失、归因与破解

Main Role of Urban Community Sports Governance:Loss,Attribution and Solution

通过文献资料、实地调查、访谈法等,分析城市社区体育治理中主体角色迷失的外在表征及其内在归因,并提出破解路径。研究表明:政府组织“失灵”,市场组织“缺位”,社会组织“失效”是治理主体角色迷失的外在表征。而政府组织开发社区体育资源的力度不够、市场组织缺乏社会责任意识、社会组织自治能力欠佳等多个方面是其内在归因。据此,提出“分类培育”“党建引领”等破解路径。

This article analyzes the external representation and internal attribution of the lost role of the main body in the urban community sports governance by means of literature review,field survey and interview,and proposes a solution.Studies have shown that the"failure"of government organizations,the"absence"of market organizations,and the"failure"of social organizations are the external manifestations of the lost role of the governing body.Insufficient efforts of government organizations to develop community sports resources,lack of awareness of social responsibility in market organizations,and poor autonomy of social organizations are their internal attributions.Based on this,a solution path such as"categorized cultivation"and"CPC(Communist Party of China)building leadership"is proposed.
