城市发展模式叠加与绿色低碳发展——基于智慧城市与低碳城市协同减排的实证分析

Superposition of urban development models and green low carbon development:Empirical study on collaborative emission reduction of smart city and low-carbon city

摘要 基于政策协同视角,利用2004-2017年中国1890个县域城市面板数据,采用再中心化影响函数分解和三重差分模型,从“质”和“量”两方面考察智慧城市和低碳城市发展模式的协同减排效应,从区域、规模与减排压力方面对其异质性进行了拓展分析。研究发现,低碳城市与智慧城市发展模式叠加加速了城市绿色低碳发展。从“质”的方面来看,在低碳城市基础上开展智慧城市建设的碳减排效应更大。从“量”的方面来看,智慧城市建设使低碳城市碳减排效应更加突出,但两类城市发展模式的协同减排潜力仅在东中部地区、大型城市和超特大型城市以及减排压力较大的城市得到了释放。据此提出创新城市发展模式,激发协同减排潜力,分类推进低碳基础上的城市智慧发展,强化城市发展模式叠加中的政策协同。 Based on the perspective of policy synergy,this paper uses the panel data of 1890 county-level cities in China from 2004 to 2017 to investigates the synergistic emission reduction ffect of the smart eity and low-carbon city develop-ment model from aspects of“quality”and“quantity”by using Recentered Influence Function decomposition and Difference in Difference in Difference model,and makes an extended analysis of their heterogeneity from the aspects of region,scale and emis-sion reduction pressure.The results show that the superposition of low-carbon city and smart city development model aceeler-ates the green and low-carbon development of cities.In the view of“quality”point,the carbon emission reduction efect of smart city construction is greater on the basis of low-carbon eity development model.From the“quantity”point of view,the construction of smart ecities has made low-carbon cities more low-carbon.However,the synergistic emission reduction po-tential by the superposition of the two types of urban development models is released only in the eastern and central regions,large and super-large eities and eities with greater emission reduetion pressure.Accordingly,we propose that we should innovate ur-ban development model,and stimulate the potential of coordina-ted emission reduction;classify promotion of urban wisdom de-velopment on the basis of low carbon;strengthen poliey coordi-nation in the process of superposition of urban development models.
