新文科视域下公共管理学科的范式变革与体系建构

Paradigm Change and System Construction of Public Management Discipline from the Perspective of the New Liberal Arts

新文科建设意味着知识管理模式的变革,折射出传统文科教育范式变革的新趋势。立足于公共管理学科,认为在需求牵引逻辑、问题导向逻辑和技术支撑逻辑的驱动下,公共管理学科能够融入新文科建设过程之中。在新文科建设背景下,公共管理学科发展范式应当发生重大变革,在研究导向上表现为“问题驱动”而非“学科视角”,在研究理念上强调“知识融合”而非“边界鲜明”。当然,目前公共管理学科范式变革过程中,仍然面临着学科交叉融合推进慢、新文科建设能力不足、科研合作机制不健全、“有组织科研”难度较大等挑战,急需建构本土化的理论体系、集群式的学科体系、复合型的教学体系、多元化的评价体系,推动公共管理学科的体系建构。

The new liberal arts construction means the change of knowledge management mode,reflecting the new trend of the traditional liberal arts education paradigm change.Based on public administration discipline,it is believed that the public administration discipline can be integrated into the construction of the new liberal arts under demand-led logic,problem-oriented logic and technology-supported logic.Under the background of the construction of the new liberal arts,the development paradigm of the public administration discipline should undergo a major change,showing that the research orientation is"problem-driven"rather than a"disciplinary perspective",and the research concept emphasizes"knowledge integration"rather than"clear boundary".Of course,in the current process of paradigm change of public administration disciplines,it stil faces challenges such as slow interdisciplinary integration,insufficient capacity for new liberal arts construction,imperfect scientific research evaluation mechanism,and diffculty in organizing scientific research.Therefore,it is urgent to build a localized theoretical system,a cluster disciplinary system,a compound teaching system,and a diversified evaluation system to promote the system reconstruction of public management discipline.
