Human resources for the Expanded Program on Immunization in Hunan province:a cross-sectional survey in 2022

目的 了解2022年湖南省免疫规划(Expanded Program on Immunization, EPI)人力资源现状。方法 采取分层整群抽样方法,在湖南省选择13个疾病预防控制中心(Center for disease control and prevention, CDC)和18个接种单位的所有EPI工作人员进行问卷调查,分析人力资源构成。结果 在所有214名调查对象中20-39岁、工作年限<10年、在编、本科及以上学历、中高级技术职称的人员比例分别为44.4%、75.2%、61.2%、31.3%、33.1%,在省级CDC中分别为45.5%、36.4%、100%、100%、81.9%,在市级CDC中分别为33.4%、66.6%、100%、66.7%、61.1%,在县级CDC中分别为27.9%、58.1%、97.7%、41.9%、51.2%,在接种单位中分别为50.7%、84.6%、42.3%、18.3%、20.4%。按辖区总人口、0-6岁人口的接种单位预防接种人员配置比例分别为1.03/万、1.68‰。结论 湖南省EPI人力资源构成在CDC和接种单位之间显著不平衡;需进一步优化各级EPI人力资源配置。

Objective To explore human resources for the Expanded Program on Immunization(EPI)in Hunan province in 2022.Methods We used a stratified cluster sampling method to select all EPI staff of 13 centers for disease control and prevention(CDCs)and 18 vaccination clinics in Hunan for a questionnaire-based survey,and to determine the distribution of human resources.Results Among the 214 subjects,proportions of staff who were 20-39 years old,who had worked for less than 10 years,who were permanent employees,who had bachelor's degree or above,and who had intermediate or senior professional titles were 44.4%,75.2%,61.2%,31.3%,and 33.1%,respectively;among provincial CDC staff,respective proportions were 45.5%,36.4%,100%,100%,and 81.9%;among prefectural CDC staff,proportions were 33.4%,66.6%,100%,66.7%,and 61.1%;and among county-level CDC staff,proportions were 27.9%,58.1%,97.7%,41.9%,and 51.2%;and among vaccination clinic staff,proportions were 50.7%,84.6%,42.3%,18.3%,and 20.4%.There were 1.03 vaccination clinic staff per 10000 population,or 1.68 per 1000 among the 0-6-year-old population.Conclusions EPI human resources were significantly unbalanced between CDCs and vaccination clinics in Hunan.It is necessary to optimize allocation of EPI human resources.
