任何治理都需要治理理论支撑。以“政府退出”为立足点的西方治理理论,淡化、弱化国家治理权力与地位,明显存在逻辑缺陷,并造成了治理实践“失灵”现象。近年来,受西方治理理论的影响,分权、放权,构建多元、多极治理体制,实现多元权力共享与多元主体共治,成为课程治理体制改革的最强声音与最大共识,使课程治理实践面临严峻的失偏、失控与失败风险。西方治理理论存在逻辑缺陷及其在治理实践中日益“失灵”,这些问题的凸显促使治理理论发生了深刻变革。特别是元治理理论、国家建构理论、“回归国家”理论的兴起,强有力地推进了国家治理体制及体系的重构。强化国家治理,重构国家课程治理体制及体系,关键在于重构课程治理逻辑。作为国家事权,课程治理须遵循国家性、政治性、协同性、制度性四个维度的逻辑。
