中共中央办公厅、国务院办公厅印发的《关于加强新时代水土保持工作的意见》提出,要坚持山水林田湖草沙一体化保护和系统治理,加快推进水土流失重点治理。围绕推动小流域综合治理提质增效、大力推进坡耕地和侵蚀沟治理、突出抓好泥沙集中来源区水土流失治理、加快完善水土保持重点工程监管与投入保障机制等重点内容,总结已取得的成效,深入分析面临的形势和问题,提出加快推进相关工作的思路和重点任务。

“The Opinions on Strengthening Soil and Water Conservation Work in the New Era”issued by the General Office of the CPC Central Committee and the General Office of the State Council,advocate for the integrated protection and systematic management of mountains,rivers,forests,fields,lakes,grasslands,and sand.It also emphasizes the need to accelerate the key control of soil erosion.This paper focuses on several pivotal aspects,including enhancing the quality and efficiency of comprehensive management in small watersheds,vigorously advancing the management of sloping farmlands and erosion gullies,giving special attention to soil erosion control in sediment-prone source areas,and expediting the enhancement of supervision and investment guarantee mechanisms for key soil and water conservation projects.It summarizes the achievements,conducts a comprehensive analysis of the current situation and challenges,and presents the strategies and key tasks to expedite relevant work in the next phase.
