社会参与我国大学治理:何以可能、何以可为、何以限为

Social Participation in University Governance in China:Its Possibility,Feasibility and Limitation

在我国大学治理结构下,社会主体能动性为何能够产生的缘由有二:一是在“政府大学社会”三角行动格局中,“有为的政府”“自主的大学”以及“参与的社会”共同作用下创设的能动空间;二是治理方式变革和治理权力重新配置所创设的运行空间。社会主体的能动性表现为参与广度、程度和频度等三个维度。社会主体在治理结构统领下不仅有积极的能动性,还受到一定的限制。在我国大学治理结构下,社会主体的能动性受到自身角色定位的限制、政府的限定以及大学自身接纳的限度。对社会参与大学治理何以可能、何以可为以及何以限为的阐释,揭示了社会主体能在多大范围、多强程度上参与治理背后的深层逻辑是治理结构和治理主体之间作用与反作用的关系。

Within the governance structure of universities in China,the initiative of social subjects is based on:the possibility created by the interaction between the responsible government,autonomous university and participatory society;feasibility created by the governance approach reformation and power reallocation.The initiative of social subjects can be divided into three aspects,namely,the breadth,degree and frequency of participation.Within the governance structure of universities,due attention must be paid to the initiative and limitations of social subjects.Specifically speaking,the initiative of social subjects is limited by their own role positioning,the government regulations and the university’s acceptance.The research on the possibility,feasibility,and limitation reveals the underlying logic of the scope and extent of the social subject’s participation in university governance,which is actually the relationship of action and reaction between the governance structure and the governance subjects.
